vxrecover recovers volume and vxmend is used to fix/re-set VxVM objects (like plex, sds) in order to bring the volume to a state which can be started (by command like vxvol or vxrecover).
vxresize can be run when vol is on line, however there are some restrictions. please refer to vxresize command man page for detasils
