You might want to try uninstalling all SQL Server apps (I think there are 4 or 5 of them), Backup Exec, and .NET 2.0 and then try installing Backup Exec again. Be sure to reboot after uninstalling all of those apps.

This is a Windows 2003 server so Outlook isn't installed on it. Which version of .NET Framework should be installed on it? I think it has 1.1 right now if anything.

No, that is the only error in the event logs. I checked both application and system logs. This event was in the system log.
