Update. Fixed! Got this problem fixed with Symantec's help. Some MSI/exe files were missing from the \Windows\Installer\<GUID>\ directory. We had to uninstall Backup Exec using the Windows Uninstaller Tool from Microsoft, reboot, then reinstalling BE...
