Sounds like you may be tring to use the Scan Engine for file system protection/scanning. Which is not really the intended use of the Scan Engine. As TSE-Jdavis said you are best off using something like our SEP or SAV solution for file system protect...
If its only one user what is different about that users profile/id than the others? is the user missing from some group or lacking other rights/permissions?
