Template rule to duplicate a synthetic backup

I have a synthetic backup policy for a server and would like to do B2D2T.  I am not sure which to choose for a duplicate template rule.  Should I duplicate the backup sets created by the baseline or the sets created by the synthetic?

Is there any way to stagger the times for jobs within a backup policy?  I'd like to keep from saturating my network during backups.
