BE2010 Windows Server 2008 R2 Environment Check fails Windows Server Service

Trying to install BE2010 on a new server running Server 2008 R2.   The Preinstallation environment check always fails on Windows Server Service, saying it isn't running.   I look and it is running.

If you read the post carefully, the user already said it is the Windows Server service that is causing the problem.
