Backup Exec 2010 - Tape Library

I just upgraded my licensing to BES 2010 and installed the product.  The system is telling me that I need to install the licensing to use my tape library.  This worked in 12.5 did the licensing get changed? I use a Tandberg LTO3 tape library that only has one drive. Why do I need to install or purchase new licensing?
