Backup Exec Remote Agent error

I have Backup Exec Remote Agent loaded on four of my servers.  And the fifth server has Backup Exec 11d loaded. When I start the backup I get this error  "The job failed with the following error: Access to a device was not authorized with this edition of Backup Exec." What am I doing wrong?

Have you installed the RAWS serials on the media server?

I have two certificates one for SYMC Backup Exec 11d win with CPS BNDL STD LIC GOV Band S Essential 12MO and the other is SYMC Backup Exec 11d win with CPS Server I/O Essential 12MO. I was told that I didn't need to have RAWS licences. So only way to get the remote agent to work is to buy RAWS licences?
