Even with Archive bit backups it is best practice (potentially not just with Backup Exec) to use the same selection list as then you will always know that if you amended the selection list in the full job that the same selections would be protected in the differential or incremental jobs
If for some reason you have data that you don't want to backup in the incrementals or differential jobs then this data should be split out of the related full and backed up via it's own selection list.
FYI The next major version of Backup Exec will not let you use separate selection lists for this anyway.

If you want Backup Exec to use modified time to determine if a file has been backed up, the full and incremental (or full and differential) backups must use the same backup selection list.

What do you mean by normal backup jobs?
Any FULL and Differential backup jobs using modified time to determine changed files, must use the same selection list.
