BacupExec Job Engine Service fails to start.

I have a customer running Windows Server 2003.
Monday morning the server was off when they came in to work. When brought back up, BE job engine failed to start with the following error:
Could Not Start the Backup Exec Job Engine Service
0x8007000E Not Enough Storage is Available to Complete this Operation.
All other services started without a problem.
I tried installing product upgrades, failed to load.
I tried to repair and uninstall using CD and add/remove programs, repair and uninstall fail with interrupted message.
Downloaded 5520 and installed, appeared to install without a problem, but job engine still fails to load.
Stuck at this point.
Please help.

Were you either backing up exchange databases or using aofo in the backup.

No, neither.
In fact the last backup completed normally last Friday night.
I really don't know if the problem was caused by the server going down (we do have powerchute) or just presented itself on a rare restart.

If there isn't a quick fix for this, could I just do a complete uninstall and reinstall? How can I get around the uninstall interrupted message?

My customer really needs to be backed up.
