Cannot restore individual mailboxes in Exchange

I have BE 7170 with SP1 and I cannot restore individual mailboxes.
On one server I can click on the Information Store and see all the individual users but on most other servers I cannot see anything under the Information Store.
This is Server 2003 SP1 with the Exchange on the same server, all settings for machines are identical.
All options are set to be the same and job selections and setup are identical.
 
Can someone please help????????????

Can anyone help with this, this version has gone out into production on over 80 servers and it is not working as it says it does.
In the test lab I have installed HF 22 which has made no difference.
