Credentials for Windows Authentication

I'm having a problem with the credentials to start the services and running jobs for Backup Exec.  When I restart the services, everything stops or is already stopped, the Backup Exec Remote Agent starts, but it hangs on 'Starting Backup Exec Device & Media Service on JP1'.  Here is a copy of the text and where it hangs...

Start services on server: JP1
Starting Backup Exec Remote Agent for Windows Servers on JP1.
The service Backup Exec Remote Agent for Windows Servers has been started on JP1.
Starting Backup Exec Device & Media Service on JP1.

Also, as a test, I have changed the credentials to the actual domain administrator account and the services start properly. 

I have given AD user domain admin rights and it still hangs.  Are there additional rights/ group memberships that user needs?

See the Admin Guide page 74
 
The services should run as a Domain Admin account except for the RemoteAgent service which should run as the Local System Account.  They also need Logon As A Service rights.  Again see page 74
 
Most people set up a separate named account with Domain Admin rights rather than using the Administrator account
