DLO Agent: "Error in the DLL"

On one of my client machines, I receive the following error when loading the DLO Agent, regardless of the user:

DLO Desktop Agent
Failed to load configuration settings.
Error in the DLL (CQCNSOLDC2)

All other client machines work fine. I haven't been able to find any documentation whatsoever regarding this error message. Any ideas? Thanks

I am having the same problem with one on my users and i have been unable to find any solution to this. The client has correctly been installed on the computer and this did not help.
