DLO access to encrypted backups

The white paper states "By design, Administrators will be able to restore encrypted data without any additional work".

Does that give the administrator the ability to decrypt confidential data by restoring it?

Is there any way a user can force their data to be encrypted so that only THEY can decrypt it?

Hello,

Administrators can decrypt encrypted files. Users have the option to encrypt files, however Administrators can decrypt all encrypted files.
