Daily, Differential, Incremental running as full backups w/ OS X Agent

I am running Backup for Windows version 9.1 Rev 4691. I have all the latest patches installed. When I run my Daily jobs as either Daily, Differential, or Incremental backups the jobs backup all files on the file server. I am using the same selection lists as indicated in the KB document 258604, this does not help. Any Ideas on what else to check.

To isolate the cause of issue, do the following:

1. Create new selection list, associate it to new job.

2. Run the full backup using modified time , modify some files and perform the differential / incremental backup using modified time and verify the results.
