Hotfix 13, 15, and 16 won't install.

I have tried unsuccesfully for the last 2 weeks to install these 3 hotfixes.  Every time the installer roll back any changes that could have been made.  I have tried updating using LiveUpdate and I have even tried manually downloading and installing.  Neither works.  I have also tried stopping all the backup exec services and SQL svr services with no luck either.  Any help would be appreciated.  I am running Backup Exec for Windows 11d on a Windows 2003 R2 SP1 server with a Quantum DLT-S4 Superloader 3 tape backup system.

Are you by chance using RDP for this install?
 
Try it from the server console and see how you go.

In addition to installing directly on the console, log on as a local admin as well, to make sure there aren't any pesky permissions issues.

We are directly logged into the Server (not through RDP) and we are using a domain admin account which also has local admin rights.  Does the installers create a log somewhere, its not in the eventvwr.

Try C:\Documents and Settings\All Users\Application Data\Symantec\LiveUpdate\Log.LiveUpdate for LiveUpdate download/installs.
