How to create new job using command line ?

I tried  to use this :

1) C:\Program Files\Symantec\Backup Exec\bemcmd -o90 -v -f:"C:\Temp\backupjob_v2-1.txt"
2) launch  backup exec
3) in the  Job Monitor, status  of backup job is Failed
