IDR Restoration for W2K Server, does it require Service Pack 4?

I have encounter a problem after I have successfully restore my server through Disaster Recovery (diskette). After finished restoring data from tape it request us to restart the server.

when I reboot, there is a message box appears with
"Please insert the Compact Disc labeled 'Service Pack 4 CD' into your CD-ROM drive (F:) and then click OK"

Whether I have the service pack CD or files in the CD-Rom. What I do encounter is the system can't get the Service Pack 4.

After I click OK, it prompt me another message say
"The file 'NT5INF.CAT' on Service Pack 4 CD is needed.
Type the path where the file is located and then Click OK."

For what I have is the Service Pack 4 in exe file format.

Now my server still cannot up. Please advice

Kindly refer the following technote link in order to troubleshoot the problem.

Title:- When performing an Intelligent Disaster Recovery of a Windows 2000 server, a prompt is displayed "Please insert the Compact Disc labeled 'Service Pack CD'."

Although insert back the Windows installation CD to the CD-ROM and the IDR boot diskette. I able to pass through the requesting Service Pack 4 message issue but encounter the error message below when system start-up to Windows 2000 Server environment.

1st message appears.
Error Message Title: Fatal Error.
Message Details:
An Error has been encountered that prevent setup from continuing.

Setup failed to install the product catalogs. This is a fatal error.
The setup log files should contain more information.

Press OK to view the setup log file.

After click OK. The next message appears.

2nd message appears
Error Message Title: System Setup Log – (C:\WINNT\Setuperr.log)
Message Details:
Error:
The Signature for windows 2000 server setup is invalid. The error code is 800b0003.

The form specified for the subject is not one supported or known by the specified trust provider.

Fatal Error:
