Jobs won't start automatically

I have Backup Exec 9.2 loaded on my Netware 6.5 server with all current patches installed.  I create jobs in the queue and they are failing to start automatically at the assigned time.  The only way I get them to start is to exit the console and type BESTOP then once the service is stopped I type BESTART, login and one job will then start.  If I have multiple jobs in the queue I need to do this multiple times as I can only get one job at a time to run before stopping the service. 

What do I need to do to fix this so that the jobs start on their proper schedule?

I wonder.....do you have any anti-virus software loaded on this server? If so, make sure that it is not scanning the \bkupexec\ folder structure as certain av products have been seen to cause problems similar to this.

There is no anti-virus software on the server yet the jobs continue to not run as scheduled.
