License Downgrade

I am running Backup Exec Server v9.1, and I recently purchased a Remote Agent License Key. I was told that I needed to buy a license for v10.0, and then I could downgrade the license to v9.1 by calling the support line. I tried calling the support line, but I don't believe we have a maintenance agreement, so they were unable to help me. Do you know how I can go about downgrading this license?? Do I have to purchase a support contract in order to do this??
