Read-Only Remote Admin

Is there a way to setup a user with read-only access to the Administrator Console?
I haven't had much lucky finding out what permissions were required to use the tool or if there was a way limit access within the tool on a user/group basis.

-The user needs to have domain and local admin rights to access the Remote Administration console.

The admin console can't be used read-only, but I believe that ExecView will achieve what you want.
