Remote Agent Service "Starting" but never starts

I upgraded my media server to 11d and then updated the remote agent on my Windows servers. Everything appeared ok but one of my Windows 2000 (sp4) servers will not back up now. The BE Remote agent shows a status of "starting" but it never starts. I used command line to uninstall and reinstall from that server but still no luck. There are no errors in the event logs and no error from the install (whether pushed from media server or installed locally).

Any ideas what I can try next?

It looks to have something to do with outlook -

Application popup: Microsoft Outlook : Either there is no default mail client or the current mail client cannot fulfill the messaging request.  Please run Microsoft Outlook and set it as the default mail client.
