Restore system state to another server

Hello, I am testing the DR process and would like to restore entirely for a production server (A) to another server(B - same hardware) in same subnet, ofcause server B will be isolated from this subnet after the restoration is done.

The process I am thinking of taking is:

1. Install bare windows 2003 OS in server B

2. while server A has to be online, I redireced the restore files in BackupExec to C: and D: at server B, that originally backed up from server A

My questions are:

1) how could I re-direct the System State?

2) If there is better process to perform this task?

One important thing is if the computer to be restored is a DC make sure to completely isolate it first otherwise you will run into some major issues.
