Please refer to the backup exec admin guide page number 824 all recovery options are mentioned with details.

 If you want to recover your database using transaction logs time you can use 3rd option ( it is available in restore wizard )

3rd option name is "To a point in time in the transaction log up to and includingthespecifiedtime"

Note: If the specified time is not a point in time in the transaction log for a selected database, the database will not be restored.
