Scratch Tape Used When an Appendable Tape is Available

I am having trouble with Backup Exec 10.0 occasionally choosing a scratch tape when there is an appendable tape with plenty room available. The appendable tape is in the correct media set and not write protected. Any ideas

Try setting Backup Exec to overwrite media in target media groups before scratch media.

We have always used the "Overwrite recyclable media in the target media set before overwriting scratch media" setting. Still it will occasionally choose a scratch tape when there is an appendable one. I did notice though that the job that used the scratch tape was one that was running on a different media server. The other media server has the same option checked though.
