URGENT!!! Veritas BE 10.0 Support Chinese Windows Server 2003 SP1?

After I installed BE 10.0 in Win2003 Server SP1, I can open the Veritas Console. When I press the shortcut, it shows Veritas & seems it can't load the user interface. There is a error in application log "event 1000" talking about some version problem. Please advise what can I do. (no error when i installing it)

Does this happen after an upgrade from Veritas Backup Exec 9.x or a fresh install.

Please download and install the following :

MSXML parser v4.0 SP2 and IE v6 SP1.
