Where do your get this error? Is it in the bkupinst install log or the event logs? Have you specified the Backup Exec service account? What type of account is it, is it a user account or a domain admin account?
What OS are you installing Backup Exec on? Is it a fresh install or an upgrade from a previous version? Do elaborate on the above questions, you can also look for errors in the install logs files: bkupinst and MSDE_BKUPEXEC found in WINNT folder. Also check for errors in the windows event logs (application and system).
