Veritas from workgroup to Domain

Creating new machines .

First building the machines as workgroups including all software required i.e. windows 2000 server, Veritas and agents & St Bernard.

Than run Sysprep to change from a workgroup to a domain controller as part of roll out proces for a number of machines
The version used is Sysprep 1.1

Veritas services no longer load and veritas will not start.

What am i doing wrong ?
