Weird System State backup size

Windows 2008 R2 Standard SP1

Backup Exec 2014 SP2
 

I have noticed that the system state backup of all the clients have a differential backup size larger than full backup, is this normal at all?

Thanks VJware, I have seen that article. I have spoken to support and he said the Etrack was closed because the customer that open the case mentioned it was resolved. We are still working on the case.
