When we run 2 backup and 2 restore on one device they are not running concurrently.
when we start 2 restore and 2 backup simultaneously on same storge device 2 restore is running concurrently but 2 backup are in queued after completion of restore these backup are active.
I have set in storge device concurrent write session=10

What kind of device are we talking about ?
Is it a library with multiple tape drives?
If so, do you have enought LEO (Library Extension Option) licenses installed ?
(the license for the first drive is included with BE media server, for each additional drive you need a LEO license).

storge device( storge-->storge configuration-->create new device)
Is it a library with multiple tape drives?
no it is simple backup from backup server W2K8 to storge server.

Are you backup/restore jobs targetted to tape/disk?
If tape, how many tape drives you have?
Are those part of a tape library?

Running simultaneous jobs may not necessarily mean that things will go faster. This is because of resource contention. You should examine your reason why you need to run all these jobs at once.

For testing purpose we want to execute 2 backup and 2 restore simultaneously but at a time onely two restore is run and 2 backup are queued and after completion of restore job backup are started.
4 job are not running concurrently.
Kindly help us...

It could be that the B2D folder is held by the restore job to ensure that the media is not modified when the restore is in progress. You can do this test:
1) run 1 backup and 1 restore job simultaneously
2) make sure that you are backing up from a resource that have nothing to with what you are restoring to, e.g. you backup from Server A and restore to Server B.
If the backup is still queued during this test, then the B2D folder is held by the restore job.
