backup exec 12.5 restore db2 failed

first  offline full backup db2 database to my local disk of BE server.
then offline incremental backup of the same database

the  restore db2 from the offline incremental backup, it failed

output is: SQL2025N.

Was the full restored before attempting the restore of the incremental?

yes, first i restore from full backup , it Ok, then restore from inremental backup, failed as i direc restore from incremental

also, when i take an incremental backup after full backup, then restore from full backup,
this  only works for restore to the specific time point, can't works for  restore to the most recently

why ?
