oracle agent able to start service

Can anybody help with this i am getting this error message when i try to start the oracle agent "error 1053: the service did not start or respond in a timely fashion.
I ran the execuatble which is Bentoagt.exe and I get this error " this application failed to start because OCIW32.dll was not found. can ANYbody help please
