problem to install Sp4

I try to installed the backup exec v91. sp4 on windows 2003. It keeps asking me use source: Veritas Backup Exec for Windows servers.msi. But my original 9.1 doesn't have this file.

Since I don't have besp2 on this server, I also try to install sp2, but get the same message. Any suggestion?
