Check that the Backup Exec services are all running correctly. If there are not then try starting them and see what error message is appearing. Also be aware that if you have just booted the server, it can take a little while after you have been able to login, before the services have all started, therefore if you rush to start Backup Exec as soon as the server has started, you will likely get this message, so it's worth just waiting for a couple of minutes and then trying again.

In order to troubleshoot the problem, kindly refer the following technote and let us know the result of the same.

Title:-
Backup Exec 9.x Device and Media Service fails to start and "Event ID 1068" and "7001" error are reported in the Event Viewer.

http://seer.support.veritas.com/docs/256189.htm

Also we would suggest you please repair Backup Exec database.

Title:-
How to run a database repair in VERITAS Backup Exec (tm) 9.x for Windows Servers when the original database is found to be inconsistent http://seer.support.veritas.com/docs/265180.htm

We hope this helps. Let us know if the problem still exists and revert back with the error message.
