I would suggest that you avoid upgrading to BE 2012 because of some missing features. You should upgrade to BE 15 which is the latest version of BE. The upgrade is free if you are on a current maintenance contract. Depending on the version of BE that you are using, you may be able to do a direct upgrade to BE 15. See the SCL below

Before you do the upgrade, I would suggest that you download BE 15 from the trialware section of www.backupexec.com and test it out in trial mode first. The BE console is quite different from earlier versions of BE. Also, check the SCL above and the HCL below to make sure that what you intend to use is supported.

With valid serial number you should be able to download BE2012 from the fileconnect site.
Refer to https://symantec.flexnetoperations.com/control/symc/registeranonymouslicensetoken
BE2012 is not the latest version of BE you should either upgrade to BE2014 or BE15.
Check with Symantec Licensing Team if you are eligible for a free upgrade to the latest version.

Symantec backup exec 2012 does not work on Windows 2012 Server....

That's right. Newer versions of BE such as BE 2014 and BE 15 support Win 2012 and Win 2012 R2 for media server installation.
