Client-Driven PST Migration & Other PST Migration Questions

We have decided to pursue a client-driven migration strategy due to the fact that our users have tons of pst files either directly mapped to their Outlook profiles and/or located on their local drives.  A question came up as to what would happen to the migration process if a user were to exit Outlook and/or shut down their desktop.  Will the process kick back up/continue from where it left off once the user logs back in?
 
Additionally, the consultant who set this up for us created the PST Locator, Collector and Migrator tasks (unbeknownst to us) and now we have a great number of PST files that have been collected/ready to migrate from several months back (we have since turned off all tasks).  Can we remove any of these entries from the admin console and holding area?  If so, what is the correct procedure? 
 
Any assistance/guidance provided would be greatly appreciated!

For the PST files that have already been collected, can I just go into the VAC and mark them as Ready to Copy or Do Not Migrate, then delete the PST files from the holding directory?
