E-mail archiving best practices

Currently we've been archiving e-mail based on age (1 yr). Our mailboxes have limits, and now we see people exceeding their mailbox limits when we migrate their PST files to EV6. The placeholder files can take upto 30-40MB of space in a mailbox.
 
I'm looking for a way we can offer unlimited mailboxes to our users where messages are archived based on nescessity rather than a fixed age. Therefore I'm thinking about setting the policy to start archiving at say 70% of the mailbox size. Additionaly we need to decide when to start deleting placeholder files from the mailbox as these will eventually take up all mailbox space.
 
What I would like to know is what will exactly happen when a mailbox exceeds the 70% limit. Will EV archive the oldest messages first untill the limit is back at 70%? Is 70% a feasable limit, or should I set it to 50% or 80%? How do I find the best percentage.
 
The other decision is when to start deleting placeholder files. After 2 or 3 years?
 
I would appreciate learning your experiences.
