EV 12 Record Retention Policy Help

We are running EV 12.1 for Exchange 2013.  Currently we retain all user archives forever and all journal mail forever in the Vault.  We now have to apply an email retention policy and I need help on how to do this or if we need a 3rd party tool to do it.  

The Policy needs to be set like this:

User Archives - Inbox and Sent needs to be deleted when docs reach 2 years from the date 7/1/2016 forward.  We cannot delete anything prior to 7/1/2016. All other user folders need to store docs for 7 years from 7/1/2016 forward and nothing prior to 7/1/2016 can be deleted.

EV Journal Mail - All Journal mail prior to 7/1/2016 must be saved for ever.  All Journal mail from 7/1/2016 forward will need to be deleted at 15 years old. 

How can we go about doing this without purchansing EV data classification?

If you decide to use EVPM to create folders with specific retention categories, or set retention on existing folders (as Virgil mentions),be advised that that only applies to items which are archived from that point on. If your requirement also needs to be applied to already archived content it might require a 3rd party tool. If your users have shortcuts for all the items, then you can configure EV to update retention if a shortcut is moved to a folder with another retention. This does require co-operation from your users (they need to move the shortcuts themselves).

The tool I know of is Classify from Globanet, which might assist in reclassifying the existing archived content. You might be able to do something with the retention plans in EV12, not sure.
