EV FSA Licensing is based on How much source data you have archived? Correct?
What is we are slightly over the license limit and then we decided to expire some items or Collect and Migrate some items to take down the archived items to license limit. Is that something we can do or is it strictly down to source file size?

You are correct, your license is based on Source data to be archived. Collect and Migrate will not help you, as the items are still archived but Expiry of items will free up that license.
One thing to note, the license isn't currently enforced by the product so if you go over your limit it is up to you to true up with Symantec and pay for the additional license capacity. If you go over you license and in the future the product starts enforcing the licensing you will be in a bit of a pickle.
