Error opening up archived email in Outlook 2003

We have a few users who are experiencing the following error when opening up an archived email (shortcut) in their Inbox:
"Cannot load the Outlook form for IPM.note items.  You may need to install additional software to view items of this type."
I have copied the Org forms to user's Personal form Library, clear cached and also re-installed the client.
The users can view their archived mail thru Archive Explorer so I am thinking this is a forms issue.
 
We are running EV for Exchange 7.5.

Look at this Symantec KB article: http://seer.entsupport.symantec.com/docs/290957.htm
 
It mentions running .Net 3.0 (not certified) and renaming the frmcache.dat file.
 
Also, http://seer.entsupport.symantec.com/docs/293874.htm shows this error when Google Desktop Search is installed.
