How do I give another user all admin rights in EV?

How do I give a user who is part of the domain admins group all the rights needed to perform all tasks in EV without having to logon as the EV service account? Also, who has the rights to see usage report webpage? A domain admin gets access denied when trying to view this page?

I do not believe this is possible. In addition in order to view the usage reports the user account needs to be a dbowner within SQL server.
