How to control archived mail retrevie many times in outlook?

The original mail is identical can not open twice in outlook, but archived mail is identical can open more than one copy in outlook.

I have go through policies> advanced> outlook it can't see regard setting.

Does anyone encounter this issue?

This cannot be controlled.  As when you open an archived email - you are actually downloading it from the EV server and opening it outside of Outlook.
