Mailbox archive permissions - trouble listing users

I am having trouble browsing users lists from non-local domains when trying to add users to the permissions on a mailbox archive. The error tells me I am unable to find a domain controller and then tells me that this is may be because my Primary Domain controller is unavailable. Can someone explain what EV is attempting to do when querying users in a domain and what might be blocking this.

which version? what sort of trust relationship between domains? Since everything in the exchangeworld is AD we need to be able to query objects, and anonymouse connections are not allowed so unless we can properly authenticate to read ad we are screwed out of getting any info.
