Opening archived items in OWA downloads the attachment first

Hi,

I have a customer (EV7+Exchange2007) that reports that every time they are opening an archived email, they have to wait for the attachments of that email to download first, even before if they are not going to open those attachments.

Has anyone seen this and is this the expected behavior?

This is the default and only behavior. If you open a message the entire message is retrieved. The way to avoid this is to configure shortcuts to use the message body and then use Outlook preview pane. This way you seen the entire message but aren't actually retrieving the message.
