Problem with immediately archiving all mail

I've followed the document http://support.veritas.com/docs/275804 on How to immediately archive all mail in a user's mailbox, using the Enterprise Vault Policy Manager (EVPM).
 
I got the evpm bit to work and confirmed on the mailbox that the folder''s enterprise vault tab now show the new settings. 
 
The problem I have is when i perform the run now option on the archiving task nothing happens. I've tried report mode and no report is created. I tested a report mode run on another mailbox and the report is created ok.
 
Any ideas?

What version?
 
Do you see any events in the application log?
 
You might consider a dtrace of the archive task and agentclientbroker whilst doing a run now on that mailbox.

Is the user an existing user or a new user? If a new user have they been provisioned properly? A user will not get archived if they have not been provisioned.
 
Failing that, DTRACE the processes mentioned earlier and post the findings. Make sure when you "Run Now" you only select the mailbox in question :)
