Proxy access to Archives

With Exchange and Outlook when a use has been granted full access to the mailbox and wants to manage the archives (by proxy) are they able to restore and manage the archive just as they would their own?

Yes, that can manage it unless the permissions are denied manually on the archive explicitly.  Is there something specific you are looking for?

Yes, a user that have been given access to a mailbox will have the same level of access to the associated archive.  There will be a delay until mailbox synchronization is run for the permissions to be set.
