Question about "Overall lock" option

It looks like the only way to give a user the option to specify what category to file a message under when storing it in the vault is by turning off the "Overall lock" option in the "Default Exchange Mailbox Policy".  Is that correct?

Doing that then has the unfortunate side effect of allowing a user to right-click on a folder in their mailbox and then choosing the "Do not archive this folder" option.

Basically, we want users to be able to select what category to file messages under when the put them in the vault (Either business or personal).

Is there any way to do that without opening up to many other settings to the user?

You are right in pointing out that when you "unlock" the policy it allows the user to choose to suspend archiving on that folder.
 
The only way I can think of how to do this would be to create 2 folders in each users mailbox using EVPM. Give one folder the Business Retention Category and the other Personal. When users move items into these folders they will be archived and the associated Retention Category will be used.
 
You can find example scripts in the Utilities guide which will allow you to create a folder and retention category....
