Remove Restore Options in EV9.0

How do you remove options of users being able to restore items back to Exchange from Enterprise Vault v9.

Would like to remove options from within Search Vaults and Archive Explorer. Found some articles but they are refering to policy settings and ini files that aren't in v9.0 of Enterprise Vault.

It is valid for EV 9, you will have to create the WebApp.ini as it doesn't exist by default.

Didn't realize the webapp.ini wasn't there by default. Thought they changed the config with v9.0.
