Retention Period - Expire items in bulk

My client has a EV 2007 server that archives Exchange mail by two policies.

 

The default policy is to archive mail older than two years and retain forever.

 

The 'departed staff' policy archives all items immediately without creating shortcuts. The idea is that when a staff member leaves they are added to the 'departed staff group' and over the next few days their entire mailbox is archived. The AD account is then deleted.

 

This mechanism works well. My client now wants to change the retention for departed staff. They want to retain messages for two years after the staffmember leaves and then delete them.

 

This is easy to do usually except for a quirk - My client wants to retain ALL messages in that archive for two years and then expire them all at once.

 

The way retention would normally work is that as an archived message ages over two years it is deleted during the pruning job. This is a per message expiry.

 

Is there any way to achieve what the client wants? This is not a managed site so automation is the key here.
