I set up two different Provisioning Group which are:-

Default Archive Group - with Mailbox Policy archive item older 30 days

Blackberry Archive Group - with Mailbox Policy archive item order 1 day

Default Archive Group target for (Whole Exchange Organization)

Blackberry Archive Group target for (specified window user)

The Group ranking is

1. Blackberry Archive Group

2. Default Archive Group

But for all Blackberry Archive Group target user still following the Default Archive group policy. why and how I apply particular policy to selected windows user?

Set the reporting mode to full on the provisioning task properties, then do a run now in normal mode.  Take a look at that report and verify there are now errors.

Then also be sure to do a synchronization using the mailbox archiving task for that user.

Simply put, Provisioning sets the policy, the synch applies it to the mailbox.
